revenue, without regard to postal expenditure. Until
the whole scheme of assessment is altered, we cannot
question the inclusion of gross postal revenue in
the assessment.
The question of the Postal Agencies in China (
now happily settled in our favour ) was quite differ-:
ent. The postal revenue there was not part of H.K.
revenue proper moreover the Colony was not allowed
to close the Agencies, taougn they were run at a
loss. The payment of Mil. Cont. on the Agency re-
ceipts was indeed monstrous.
We have several memoranda prepared on different
branches of this subject, and the necessary in- !
formation will be supplied to the S. of S. in a
digestible form, when the Vote comes
on.

In reply to your Despatch No. 99 of the
8th. ultimo, I have the honour to forward in tabular form a
statement of the amount paid by this Colony for Military Con-
-tribution in respect of Postal Revenue since the present per-
-centage system was introduced.
